Well, for me, when I hear such thing, immediately what comes into my mind is an online forum, where anyone can sign up and be a member or a forumer, share thoughts and ideas about a certain topic, learn from others through their actual personal experiences and use these experiences as a guide. Some can also post queries on a certain topic and invite others to comment and make suggestions, though it may not be really a general rule to follow what other people might say, but it helps a lot to know what other people's opinion and take on a certain topic. This is a powerful medium I believe, but it involves great care.
